Intergovernmental alignment & land-use transformation for Woodbine Entertainment Group

Challenge

Woodbine Entertainment Group aimed to transform its 684-acre site at 555 Rexdale Blvd into a major mixed-use, transit-oriented community featuring 29,000 homes, up to 15 million square feet of employment space, and 70 acres of green space. However, the site faced major planning and infrastructure barriers, including a Provincially Significant Employment Zone designation, proximity to industrial uses, lack of higher-order transit access, and over $100 million in required servicing upgrades.

Strategy

StrategyCorp developed and executed an integrated government and stakeholder relations strategy to align municipal and provincial priorities. Working with multiple ministries, Metrolinx, Infrastructure Ontario, and City leadership, the team secured recognition of the Woodbine vision in the 2023 Ontario–Toronto New Deal and established a formal intergovernmental working group under the Ministry of Infrastructure to advance due diligence and resolve policy and technical issues.

Outcome

By early 2025, consensus among all government partners unlocked the transformation. The Minister of Municipal Affairs and Housing approved Woodbine’s Official Plan Amendment 653, redesignating the lands for mixed-use and establishing a framework for accelerated approvals.
