Service delivery optimization & efficiency review for the Town of Aurora

Challenge

The Town of Aurora sought to enhance the quality and efficiency of resident-facing services while identifying opportunities for innovation and cost savings. To support these goals, the Town engaged StrategyCorp to conduct a comprehensive service delivery review that would assess current performance, future growth pressures, and resident expectations.

Strategy

StrategyCorp completed a detailed current state assessment through document reviews, financial analysis, and 30 interviews with Council and staff, resulting in a Corporate Service Inventory to guide ongoing management. We created a way to forecast service delivery impacts based on growth to assess future service needs, supported by benchmarking and expert input. Public engagement captured residents’ views on key services. From this foundation, StrategyCorp identified 40 improvement opportunities and conducted full financial and operational analyses to support implementation planning.

Outcome

The review identified approximately $1.8 million in annual savings and provided a clear roadmap for continuous improvement. Council and staff endorsed the recommendations, positioning Aurora to deliver more efficient, responsive, and sustainable services.
