Assessing local autonomy and fiscal accountability for a County Policing Model

Challenge

In early 2024, a county in Eastern Ontario retained StrategyCorp to review local policing services across seven municipalities served by three different providers. The county sought to evaluate service levels, governance structures, and cost efficiency, and to determine whether alternative policing models could deliver improved value and accountability.

Strategy

StrategyCorp conducted extensive consultations with police service boards, Chiefs of Police, senior municipal officials, and elected representatives to understand operational realities and community priorities. A comparator analysis benchmarked local service models against similar jurisdictions, while a detailed financial model assessed 5-, 10-, and 15-year cost implications under multiple scenarios. This evidence-based approach enabled an informed discussion about efficiency, governance, and long-term sustainability.

Outcome

Presented in September 2024, StrategyCorp’s final report guided municipal leaders in reaffirming their existing policing structures. The analysis demonstrated that maintaining current arrangements represented the most effective and fiscally responsible option, while providing a foundation for future decision-making.
