Communications strategy for historic labour negotiations with a College Employer Council

Challenge

The College Employer Council engaged StrategyCorp to develop and implement a strategic communications campaign during the first-ever collective bargaining negotiations with the Ontario Public Service Employees Union, representing more than 14,000 part-time support staff across Ontario’s 24 public colleges. The objective was to represent employer interests and maintain a balanced, fact-based public dialogue during a sensitive and high-profile process.

Strategy

As part of the employer’s bargaining team, StrategyCorp designed and executed a communications campaign to reinforce key employer principles and counter external narratives. The firm built the digital infrastructure needed to manage rapid communications, established a quick-response media relations unit, and maintained consistent information flow to all 24 colleges. Initiatives included a bilingual collective bargaining web portal, proactive media and internal updates, video briefings from bargaining leaders, and ongoing social media fact checks.

Outcome

The campaign contributed to a successful agreement without work stoppages. It ensured that the employer’s position remained clearly communicated and that the bargaining unit was prepared to sustain public engagement in the event of a strike or lockout.
