Ontario Hospital CEO Survey 2025

Ontario’s hospital leaders are blunt: the system is running hot. Funding is up but beds are full, patients require more complex care, the need for systems and infrastructure updates is growing, and stretched staff work tirelessly to deliver good care. Set against the backdrop of an aging population, older adults are staying longer in hospital and can face a harder transition to post-acute care.

Despite these realities, CEOs converge on a pragmatic roadmap: integrate care across primary, acute, home and community, and long-term care, so patients don’t bounce between silos; modernize digital systems so data flows and decisions follow the patient; and invest in attracting and retaining talent.

This report distills candid interviews with CEOs from hospitals across Ontario: what’s working, what’s not, and where targeted investments will deliver the biggest impacts.
