Rebecca Caldwell

Rebecca Caldwell is a Manager with StrategyCorp and a seasoned policy strategist with more than a decade of experience advising federal and provincial governments on complex, high-profile public policy issues.
Before joining StrategyCorp, Rebecca served as a Senior Policy Advisor to the Prime Minister of Canada, providing advice on employment, international trade, mental health and addictions, agriculture, gender equality, and disability inclusion. Her work contributed to several significant policy outcomes, including the launch of the national 988 Suicide Crisis Hotline, the establishment of the Canada Disability Benefit, and the development of Canada’s Grocery Code of Conduct.
Rebecca previously served as Deputy Chief of Staff and Director of Policy to the Minister of Canadian Heritage and Sport, leading policy strategy and stakeholder engagement across major regulatory and funding initiatives. Her work supported landmark amendments to modernize the Broadcasting Act and the establishment of the National Day for Truth and Reconciliation.
Earlier in her career, Rebecca served as Chief of Staff and Director of Policy to the Minister of Women and Gender Equality, where she helped develop a major strategy to address violence against women and girls. As a Senior Advisor to the Minister of Finance, she also led the application of an equity lens to federal budget policy.
Before entering government, Rebecca held senior journalism roles with The Globe and Mail, Chatelaine, and Cottage Life. This experience gives her strong communications instincts and an ability to translate complex issues into clear, compelling messages for diverse audiences.
Rebecca holds a Master of Arts and an Honours Bachelor of Arts from the University of Toronto.
