Brian Pagan

As a Senior Advisor at StrategyCorp, Brian Pagan brings more than 33 years of experience in public finance, fiscal policy, expenditure management, and government operations.
Throughout his federal public service career, Brian held senior finance and resource management roles across six departments. His experience includes serving as Deputy Chief Financial Officer at Fisheries and Oceans Canada, Director of Fiscal Policy at the Department of Finance, where he led the team responsible for developing the 2013 federal Budget, and Assistant Secretary, Expenditure Management at the Treasury Board Secretariat, where he led significant innovations to the federal Estimates and appropriations process.
Since retiring from the federal public service in 2019, Brian has remained actively engaged in public finance modernization initiatives, supporting organizations including Indigenous Services Canada, Infrastructure Canada, and the RCMP. His expertise spans fiscal planning, expenditure management, financial governance, and public-sector transformation.
Brian holds a Master of Public Administration from Carleton University and maintained his Certified Professional Accountant (CPA) designation until retirement.
