Cleopatra Abi Khalil

Cleopatra Abi Khalil is an Associate in StrategyCorp’s Government Relations Practice, based in Ottawa.
Before joining StrategyCorp, she worked as a Policy Analyst with Health Canada’s Oral Health Access Fund (OHAF), where she conducted policy analysis on funding applications across multiple program streams and prepared research and briefing materials to support negotiations, ministerial correspondence, and senior management decision-making.
Cleopatra is also actively engaged in community work, serving as a peer mentor with Spinal Cord Ontario and as a translator with the Asiyah Women’s Center, where she supports refugees, migrants, and survivors of violence in accessing critical information and services.
Having lived in Beirut for 15 years, Cleopatra brings a strong global perspective and deep cultural fluency to her work. She is fluent in English, French, and Arabic, semi-fluent in Italian, and is a beginner in Spanish, strengthening her ability to engage across diverse policy files and stakeholder groups.
Cleopatra holds an Honours degree in Political Science and History from Carleton University, and is currently completing a Master’s degree in Public and International Affairs at the University of Ottawa.
