Former Toronto City Manager Shirley Hoy Joins StrategyCorp

Hoy joins StrategyCorp’s roster of public affairs, communications and municipal operations experts

January 16, 2015 – Toronto, Ontario – StrategyCorp is pleased to announce the addition of former Toronto City Manager Shirley Hoy to its Municipal Affairs practice group.  Shirley comes to StrategyCorp with a distinguished 30 year career in both municipal and provincial public administration, with a particular focus on the housing and social services sectors.

Prior to joining StrategyCorp, Ms. Hoy served as City Manager for the City of Toronto for seven years, managing an operating budget of $8.3 billion, a capital budget of $1.4 billion and a City staff of approximately 35,000 workers. During her time there she helped steer the Toronto through major challenges including the SARS crisis and the blackout that gripped Ontario in 2003.

Her lengthy experience also includes serving as Assistant Deputy Minister in the Ministry of Municipal Affairs and Housing, and Chief Executive Officer of the Ontario Housing Corporation, with overall responsibility for 84,400 public housing units and 54 local management agencies throughout the province; and, Chief Executive Officer of the Toronto Lands Corporation, where she was responsible for the management and redevelopment or disposition of surplus Toronto District School Board properties.
