As Commissioner of Community and Health Services at York Region, Katherine managed a $1 billion operating budget and led a workforce of almost 3,000 staff across multiple service areas, including public health, social assistance, homelessness, long-term care, children’s services, emergency social services, and paramedic services. As President of Housing York Inc., Katherine oversaw a portfolio of approximately 2,700 housing units and championed innovative approaches to build new affordable housing and emergency housing. Her tenure was marked by strategic transformations, including York Region’s COVID-19 response and pioneering community initiatives such as the Region’ s first Community Safety and Well Being Plan, and the Inclusion Charter, recognized by the United Nations/UNITAR.
Currently, Katherine works as an independent consultant, focusing on complex planning projects that require robust intergovernmental collaboration. Her expertise spans governance, policy development, and navigating multifaceted stakeholder environments. A proven leader in service integration and organizational change, Katherine brings deep insights and practical strategies to drive success in complex projects.
Katherine holds a Master of Arts in Geography from the University of Western Ontario and has completed advanced leadership programs, including the Institute on Governance Digital Executive Leadership program. Their extensive experience and ability to deliver results in high-stakes environments will be invaluable in advancing projects for StrategyCorp clients.
