Julie Gonyou


Julie is a Director in the Management Consulting service, with a deep expertise in the municipal practice. Before joining StrategyCorp, Julie was the Chief Administrative Officer for the County of Elgin and was responsible for the oversite and co-ordination of all administrative, program and service delivery functions, providing advice to Council and for the overall management of the County. Her career also includes having served as Chief Executive Officer for Middlesex County Library and Deputy City Librarian / Senior Director for London Public Library. Together with her teams, she explored, invented, and implemented new programs to modernize public services.  This work included transforming service delivery methods, reinventing internal operations, and ideating to develop services of the future.

Julie’s 20 years of municipal experience has always included taking a comprehensive approach to designing meaningful, realistic, and results-oriented strategic and operational plans for a stable and sustainable public sector.  Her passion for strategic leadership is evident in her support for strategy development, stakeholder engagement, policy design and implementation, project management, and results-based decision making.

Julie holds a master’s degree in business administration from the University of Fredericton and master’s degrees in information sciences and public administration from the University of Western Ontario.
