Ed Archer

Ed is a senior public sector leader with more than two decades of experience in municipal government, including over 17 years in executive roles. Most recently, he served as Chief Administrative Officer for the City of Greater Sudbury, where for eight and a half years he was responsible for annual operating and capital budgets worth over $900 million and a workforce of over 2,500. He led transformational changes that delivered innovation and cost savings in governance, long-term financial planning, budgeting, service delivery and outcome achievement.
Earlier in his career, Ed served as a Principal at the Public Sector Accounting Board, where he was responsible for PSAB’s Public Performance Reporting project. He held several executive leadership positions, including Chief Financial Officer and Interim City Manager in Regina and General Manager of Community and Corporate Services in Barrie (where he was also Municipal Treasurer). He was also Director of Finance and Deputy Treasurer at the Region of Halton, where he also served as the region’s Director of Internal Audit.
Ed’s broad experience includes working with councils, CAOs, and senior staff. He understands the challenges of building trust, aligning decisions, and delivering public value. He’s particularly focused on service planning, costing and performance reporting, helping public sector organizations build capacity for sustained, positive change.
He has served as Chair of the Regional/Single-Tier CAOs of Ontario, Chair of the Municipal Benchmarking Network Canada, and as a member of several provincial advisory committees. He is passionate about strategy execution, performance improvement, and integrating strategic priorities into day-to-day operations. He’s known for helping leaders move from plans to action, making change real in complex, politically accountable environments.
Ed holds degrees in Business Administration and History from Lakehead University, along with a certificate in International Business Studies from the University of Copenhagen. He held a Chartered Professional Accountant designation during his years as a municipal CFO. He currently serves as Treasurer and Board member of the Sudbury Symphony Orchestra.
