Building Public Transit Infrastructure: The REM Experience in Montréal

The Réseau Express Métropolitain (REM) is a fully automated light electric metro currently being rolled out in Montréal. It represents the largest mass transit project in the city since the metro was introduced over half a century ago.

He reviews the approach the government took to finance and govern this transit project as well as how costs evolved amid unexpected events such as a global pandemic.
