Building Public Transit Infrastructure: The REM Experience in Montréal

The Réseau Express Métropolitain (REM) is a fully automated light electric metro currently being rolled out in Montréal. It represents the largest mass transit project in the city since the metro was introduced over half a century ago.

StrategyCorp Senior Advisor Dr. Philippe Couillard looks back at the first 100 days of operation of the REM to identify early successes and lessons learned. He reviews the approach the government took to finance and govern this transit project as well as how costs evolved amid unexpected events such as a global pandemic.
